Taking UAE documents abroad

Do you need to attest a UAE degree for use abroad?

Short answer

Not for every destination. Canada’s Express Entry route requires an Educational Credential Assessment and assessors may require records sent directly by the UAE institution. UK ENIC accepts uploaded certificates and transcripts; VETASSESS in Australia asks for colour scans. Germany, by contrast, publishes consular legalisation after MoFAIC. Recognition and legalisation are different processes.

The wrong question is “How many stamps do I need?”

The useful question is “What evidence will this receiving body act on?” A Canadian immigration assessor may need an institutional email it can trace. A UK comparison service may need uploaded scans and a signed transcript. A German authority may need a consularly legalised UAE certificate. These are not interchangeable outputs.

Destination comparison

Destination and processIs MoFAIC/legalisation stated? What the published process asks for
Canada, Express Entry ECANoFollow the designated assessor; ICES requires direct institutional transmission
UK, ENIC Statement of ComparabilityNoCertificate, official transcript, identity, translations where needed
Australia, VETASSESS professional assessmentNoHigh-quality colour scans of originals and translations where needed
GermanyYesUAE authentication, MoFAIC, then German consular legalisation

Arrange institutional records before you leave

Even where legalisation is unnecessary, access to the university can become the bottleneck. Confirm which office controls transcripts, whether it can send from an educational-domain email, what identity check it uses and how long it keeps student records. That preparation is more valuable than buying an unsolicited stamp.

The process, step by step

  1. Name the destination and receiving body

An immigration authority, university, professional regulator and employer can ask for different evidence in the same country.

  2. Ask whether the task is recognition or legalisation

Recognition evaluates the qualification. Legalisation authenticates signatures and seals on a document. One does not replace the other.

  3. Follow the destination-specific evidence channel

Canada ECA organisations may require direct institutional transmission; UK ENIC and VETASSESS publish upload requirements; Germany publishes legalisation.

  4. Authenticate the UAE document only if the receiving process asks

If legalisation is required, complete the responsible UAE education authority and MoFAIC before the foreign mission.

Common questions

Do I need MoFAIC attestation for a Canadian ECA?
IRCC requires an Educational Credential Assessment, not MoFAIC attestation. The chosen designated organisation sets document delivery. ICES requires official documents sent directly by the educational institution or authority and says they must never have been handled by the client or a third party.
Does UK ENIC require UAE degree attestation?
UK ENIC’s published document list asks for final certificates, official signed and dated transcripts, identity evidence, name-change evidence where relevant and certified translations where needed. It does not state a MoFAIC, apostille or consular-legalisation requirement.
Does VETASSESS require my UAE degree to be legalised?
VETASSESS publishes a requirement for high-quality colour scans of original documents and registered-service translations when documents are not in English. Its professional skills-assessment instructions do not state a notarisation, apostille or MoFAIC legalisation requirement.
Which destination in this comparison does require legalisation?
Germany publishes legalisation of UAE certificates after the UAE document has been authenticated and attested by MoFAIC. Confirm the German receiving authority’s additional recognition and translation requirements separately.
Should I attest my certificate and transcript before leaving the UAE just in case?
Only after checking the destination process. MoFAIC treats the certificate and transcript as two AED 150 documents, while a Canadian assessor may reject applicant-handled records and require direct transmission from the university. Extra stamps can be irrelevant rather than protective.
