Taking UAE documents abroad
UAE document attestation for India
Short answer
A UAE-issued document used in India is attested by the UAE authority that issued it, then by UAE MoFA at AED 150, then by the Embassy of India in Abu Dhabi or the Consulate General in Dubai, by appointment and with fees paid in cash. The Embassy requires the original document duly attested by the UAE Ministry of Foreign Affairs.
- What India requires first
- MoFA attestation on the original document
- MoFA fee, personal document
- AED 150, plus a transaction charge shown at checkout
- Indian mission turnaround
- Same day, per the Embassy of India Abu Dhabi; appointment first
- Indian mission fee
- AED 40 for a degree or marriage certificate (2026 schedule, row 2A); cash only
- Apostille
- Not available. No UAE authority can issue one

India is one of the few destinations (Germany is another) that publishes, in its own words, what it wants done to a UAE document before it will touch it. The Embassy of India in Abu Dhabi lists the requirement as the “Original Document, duly attested by the UAE M/o Foreign Affairs (Consular Section)”. So the chain is short and it is knowable: the UAE body that issued the document, then UAE MoFA, then the Indian mission in the UAE, by appointment. The Embassy’s guidelines say its attestation service is rendered the same day, and it publishes a 2026 fee schedule.
That makes this the reverse of attestation for documents issued in India, where an Indian certificate travels through MEA and a UAE mission before it can be used in Dubai. Same two countries, opposite direction, completely different set of offices.
Why there is no apostille, even though India is a Hague country
No authority in the UAE can issue an apostille on a UAE document, and India’s membership of the Hague Apostille Convention does not change that. The Convention only operates between two contracting parties. India has been a party since 14 July 2005. The UAE is not a party at all, and does not appear on the Convention’s status table. With one end missing there is nothing for India’s membership to attach to, and the document falls back to ordinary consular legalisation.
The practical version: if an Indian bank, university or registrar has asked you for “an apostille from Dubai”, they are asking for something that does not exist. Go back to them, say the UAE is not a Convention party, and ask what they accept instead. The answer, on the Embassy’s own published guidance, is MoFA attestation followed by Indian mission attestation.
Which UAE authority signs first
MoFA attests the seal immediately before it in the chain, so something inside the UAE has to sign your document first. Which body that is depends on the document and, for education, on the emirate. Every figure below is the published fee at that first stage only, before MoFA’s AED 150. The issuing-authority figures were checked on 23 August 2026.
| UAE document | Who attests or issues it before MoFA | Published fee and time at that stage |
|---|---|---|
| Birth certificate | Ministry of Health and Prevention, or DoH Abu Dhabi, DHA or Emirates Health Services — all three are stated to be equivalent to the MOHAP seal | No fee published anywhere. MOHAP’s 54-service directory does not even list the service |
| Death certificate | Same authorities; Emirates Health Services issues it | AED 65, plus AED 65 if you want the English certificate and AED 20.75 for delivery. 24 hours |
| Marriage contract | The Personal Status Court, which Dubai Courts names as holding this jurisdiction | Marriage certificate issuance AED 220 at Dubai Courts, excluding the marriage official’s fee |
| Civil marriage certificate, Abu Dhabi (non-Muslim) | Nobody. u.ae states the certificate is issued at the end of the ceremony and there is “no further action to take” | — |
| University certificate, Dubai | KHDA | AED 220. 2 working days. Nothing issued before the 2006-07 academic year is attested |
| School report card, Abu Dhabi | ADEK, through TAMM | AED 15. About 6 minutes. Report cards from 2012 onward only |
| Grade 12 certificate, other emirates | Sharjah Private Education Authority, RAK Department of Knowledge, or the Ministry of Education elsewhere | AED 50 and 5 working days at the Ministry of Education |
| Federal public-school certificate | Emirates Schools Establishment | AED 15, plus AED 15 for a hard copy |
| Higher education qualification, recognition | MoHESR | AED 50 per document, 3 working days. A whole transcript counts as one document |
| Power of attorney | A notary public — Dubai Courts, or the Ministry of Justice digital route | AED 100 per party’s signature plus AED 20 at Dubai Courts; AED 100 and 5 minutes at the Ministry of Justice |
| Police clearance certificate | The police department of any emirate | Dubai Police: AED 300 or USD 88 from outside the UAE, valid three months from issuance. Other emirates set their own and do not all publish |
Two things in that table save real money. A certificate already stamped by DHA, DoH Abu Dhabi or Emirates Health Services does not need a second stamp from MOHAP — u.ae states the equivalence twice, once for births and once for deaths. And the English version of a death certificate is a separately priced item, which matters when the document is leaving the country, because the receiving side will usually want English.
AED 150 or AED 300? The distinction that catches everyone
AED 150 is MoFA on its own. AED 300 is a bundle of two stamps — MoFA at AED 150 plus a UAE embassy in the destination country at AED 150 — and it is not the India route.
MoFA’s own fee data returns AED 150 for every personal document type, whether issued inside or outside the UAE. The AED 300 you will see quoted comes from MoFA’s FAQ describing the MOHAP birth and death channel, where the total is “inclusive of: - MoFA attestation fees: AED 150 - UAE Embassy in destination country attestation fees: AED 150”. The same AED 300 appears on the TAMM screen for an ADEK-attested report card, listed as an optional extra alongside ADEK’s own AED 15.
India’s published requirement names MoFA and nothing else, and the mission that finishes the chain is India’s own, inside the UAE. The second AED 150 in that bundle buys a stamp from a UAE embassy in India, which the Embassy of India’s attestation guidance does not ask for. On the TAMM screen it is explicitly marked optional. Before you tick it, ask whoever wants the document in India whether they want it — for most people on this corridor, the answer appears to be no.
A transaction charge is added to the MoFA payment and shown at checkout (the UAE Embassy London publishes it as AED 3 + 2%). MoFA’s FAQ lists courier at AED 40 normal or AED 150 express where the courier route applies. Whether your document goes digital or by courier depends on the document and route shown in the application.
What the Indian mission charges
The Embassy of India in Abu Dhabi publishes an Attestation Fee Structure 2026. The rows that matter for a UAE document:
| Row | What it covers | Fee |
|---|---|---|
| 2A | Civil documents: affidavits, educational degree, sponsorship certificates, marriage certificates, wills, power of attorney | AED 40 |
| 1A | Affidavits and documents on the sale, purchase, power of attorney, mortgage, transfer or gift of real estate or movable property | AED 80 |
| 3A | Trade and commercial documents for exports to India | AED 190 |
| 4 | Registration of a marriage certificate | AED 190 |
| 9A | Other miscellaneous attestations, including registration of birth and a certified copy of the entry | AED 80 |
A birth certificate is not named in any row; expect row 2A (AED 40) or 9A (AED 80) and confirm when booking. The schedule also notes that rates are per attestation and that pages carrying the mission’s round seal are not charged extra.
Book first: appointment only, cash only
Since 7 July 2026 the Embassy of India in Abu Dhabi and the Consulate General of India in Dubai provide attestation directly, by appointment booked at book.passportindiauae.com. Dubai takes no walk-ins; Abu Dhabi has limited walk-ins from 9:00 to 11:00. Only applicants are admitted, and fees are taken in cash only (Consulate General of India Dubai press release, 6 July 2026).
Three common uses in India
A child born in the UAE, registered in India. The Embassy states that parents holding Indian passports should register the birth of a child born in Abu Dhabi or Al Ain with the Embassy “within a period of one year of the birth”. Note the two clocks that run at once: UAE residents have 30 days to register a birth in the UAE itself, and the Indian registration window is a year. Whether the UAE birth certificate must be MoFA-attested for that specific application is not published — the Embassy’s registration-of-birth page could not be retrieved — but MoFA attestation is its stated general rule for UAE documents. Miss the one-year window and the case is referred to India’s Ministry of Home Affairs, which the Embassy warns takes considerable time; citizenship by descent depends on this registration.
A UAE marriage recognised in India. Attesting the certificate and registering the marriage are two different transactions. For registration the Embassy requires a marriage certificate attested by the UAE Ministry of Foreign Affairs, three witnesses holding UAE residence visas with their original passports, and a valid Abu Dhabi or Al Ain residence or employment visa — and states that “the procedure may take a minimum period of 45 days from date of submission”. The MoFA-attested certificate is required where the wedding took place in a church, gurudwara, temple or court; the Embassy also lists an ORA letter from the hotel, photographs and the wedding invitation, and the couple and three witnesses must all appear before the Marriage Officer. The schedule prices marriage registration at AED 190 (row 4). Forty-five days is the reason to start early.
A UAE degree used for an Indian job or further study. The Embassy’s 2026 schedule names “educational degree” in row 2A at AED 40. Budget for MoFA counting your certificate and your transcript as two documents at AED 150 each. What an Indian employer or university requires on top of consular attestation — any recognition or equivalence process on the Indian side — is not something our sources cover, so ask them in writing before you pay to attest a transcript nobody wants.
Power of attorney requirements
Remote notarisation is gated on your Emirates ID, not your location
Dubai Courts states that “for online attestation, concerned parties shall be holders of a valid Emirates ID” and that a party holding “passport only and No Emirates ID” must appear in person before the notary public. So a former resident whose card has lapsed is pushed back to a physical appearance in the UAE. If a property sale or a court matter in India is going to need a UAE power of attorney, sign it while your Emirates ID is still valid.
A power of attorney is also the one document that can move price bracket without changing shape. At MoFA a power of attorney of a personal nature is AED 150; a general power of attorney, or any POA with commercial content, is a commercial document at AED 2,000. On the Indian mission’s 2026 schedule a POA is AED 40 as a civil document (row 2A) but AED 80 if it concerns the sale, purchase, mortgage, transfer or gift of property (row 1A). The Embassy requires the personal presence of the executant for affidavits and powers of attorney.
Why India-bound applications fail
Why these applications get rejected
- The document was taken to the Indian mission without MoFA attestation The Embassy of India Abu Dhabi requires the original document duly attested by the UAE Ministry of Foreign Affairs before it will act. Do MoFA first, always.
- Someone asked a UAE authority for an apostille There is no such thing here. India's Convention membership does not create one, because the UAE is not a party. Ask the Indian requesting body to confirm in writing that consular attestation is acceptable.
- The wrong route was chosen on the MoFA application For India, the finishing stamp comes from the Indian mission inside the UAE, so the MoFA-only option is the one that matches the published requirement. Applications cannot be edited after submission and rejected ones cannot be reopened.
- The certificate is laminated Remove the lamination before submitting. MoFA lists 'document must not be laminated' as one of its three core requirements.
- A photocopy of a birth or marriage certificate was submitted Official personal documents have to be submitted in original form. Order a fresh original from the issuing authority.
- A scan or photograph was uploaded as the digital original MoFA states that a scanned copy, photograph or manually created copy is not an original digital document. Use the issuing authority's own PDF with its QR code or reference number, unlocked.
- A Dubai university certificate issued before 2006-07 was sent to KHDA KHDA does not attest higher education documents issued before that academic year. Ask the institution and the Indian mission what they will accept instead.
- An Abu Dhabi report card from before 2012 was requested through TAMM The ADEK attested report card service covers report cards published from 2012 onward only.
- A general power of attorney, or one with commercial content, was filed as a personal document Reclassify it before you pay. At MoFA only a power of attorney of a personal nature is AED 150; a general or commercial one is AED 2,000.
- The name on the certificate does not match the passport Correct it at the issuing authority before the chain starts. No stage of this process will reconcile a mismatch for you.
- More than five documents were sent in one digital application Split them. A MoFA digital attestation application takes a maximum of five documents, all on the same route.
- The police clearance certificate expired while everything else was queued Order it last. The attestation never expires but the certificate underneath it does — Dubai Police gave three months from issuance when we checked on 23 August 2026, and other emirates set their own.
Do you need this process?
You need the India chain if…
- A UAE-issued certificate has to be accepted by an Indian government office, court, university, employer or bank
- You are registering a UAE birth or a UAE marriage with the Indian mission
- You signed, or need to sign, a power of attorney before a UAE notary for property or legal matters in India
- You studied in the UAE and an Indian institution has asked for consular attestation of the degree
- A UAE company document is being filed with an Indian registry or bank, at AED 2,000 per document at MoFA
You do not need it if…
- The document was issued in India. That is the inbound chain and it starts with MEA — see /attestation/from-india/
- The document will only ever be used inside the UAE
- It is already attested. MoFA states there is no expiry date on an attested document, so it does not need redoing
- Your birth or death certificate carries a DHA, DoH Abu Dhabi or EHS seal and you were about to go back to MOHAP for another one
- Nobody in India has actually asked for it. Attestation is required by the receiving party, not by the document
Before you pay anyone
For the MoFA stage, MoFA’s FAQ says “Anyone can attest documents on your behalf”, so a relative or colleague still in the UAE can create the application, pay the AED 150 and hand over the original. The Indian mission stage is different: it is by appointment and only applicants are admitted. And once MoFA has stamped it, you can check the result yourself at verify.mofa.gov.ae using the attestation reference number and the issue date, which settles any argument about whether a stamp is genuine.
Most of what agents charge for on this corridor is handling: the MoFA courier leg and booking the Indian mission appointment. If someone quotes you a package price, ask them to itemise it against the table above. The government fees are AED 150 at MoFA, whatever the issuing authority charges, and whatever row of the Indian mission’s 2026 schedule applies to your document. Everything above that is handling.
MoFA’s FAQ says a rejected application’s fee is refunded automatically within 14 working days, and delivery fees are not refundable; the service page says refunds follow the Ministry’s refund procedures. A rejected application cannot be amended or reopened, but if you believe it was rejected in error, contact MoFA Customer Service on 80044444 with the reference and reasons and it will be reviewed. That is why the route choice at submission matters more than anything else on this page.
The process, step by step
Get the UAE authority that issued it to attest it first
MoFA attests the seal immediately before it, so the issuing body signs first. A birth or death certificate goes to the Ministry of Health and Prevention or the local health authority; a marriage contract to the Personal Status Court; a school or university certificate to KHDA, ADEK, SPEA, RAK Department of Knowledge or the Ministry of Education; a power of attorney to a notary public. Digital documents already carrying a verification feature skip this stage.
Attest it at MoFA
Apply on mofa.gov.ae or in the UAE MOFA app with a UAE PASS login. MoFA’s attestation FAQ says its Customer Happiness Centres are closed. Apply through the official website or UAE MOFA app and follow the assigned digital or courier route. Call 80044444 for service guidance. Some MoFA pages still mention service centres; call 80044444 before travelling to any address. Because the Indian mission inside the UAE finishes this chain, choose attestation by the UAE Ministry of Foreign Affairs only.
Take it to the Embassy of India in Abu Dhabi or the Consulate General in Dubai
The Embassy of India Abu Dhabi's guidelines list documents "issued by organizations in the UAE" as needing the original, "duly attested by the UAE M/o Foreign Affairs (Consular Section)", plus a photocopy of the document and passport. Its guidelines say its attestation service is rendered the same day. Book an appointment first at book.passportindiauae.com: since 7 July 2026 both Indian missions work by appointment, and fees are taken in cash only.
Register the event separately, if registration rather than attestation is the point
Attesting a marriage certificate is not the same as registering the marriage with the Embassy, and attesting a birth certificate is not the same as registering the birth. Both are separate applications with their own forms and their own clocks — the Embassy states that marriage registration takes a minimum of 45 days from submission.
