Degree attestation for the UAE
Short answer
A degree issued outside the UAE needs pre-authentication in the country of issue, attestation by that country's foreign ministry, then UAE embassy and UAE MoFA attestation. UAE MoFA charges AED 150 per educational document, and a certificate and its transcript count as two documents, so AED 300. Attestation certifies signatures and seals, not that the degree is genuine.
- UAE MoFA fee
- AED 150 per educational document
- Degree plus transcript
- AED 300 — two separate documents
- UAE embassy and UAE MoFA
- Up to 15 business days via a UAE mission (MoFA)
- Apostille on its own
- Not accepted — the UAE is not a Hague member
- Proves the degree is genuine?
- No. That is MoHESR recognition, a separate process

Degree attestation price and documents
UAE MoFA charges AED 150 per educational document. A degree certificate and its transcript count as two documents, so submitting both creates AED 300 in document fees. The transaction charge is AED 3 plus 2% per transaction. Home-country, mission, courier and translation charges are separate. MoFA’s service page allows up to five documents per application, so a degree and transcript can go in one application.
Degree, diploma or transcript?
| Document | What it proves | UAE MoFA treatment |
|---|---|---|
| Degree certificate | A university qualification was awarded | Educational document: AED 150 |
| Diploma certificate | The diploma qualification awarded | Educational document: AED 150 |
| Academic transcript | Subjects, credits or grades | Separate document: AED 150 |
A diploma follows the educational-certificate route; it is not another name for a transcript. If the recipient asks for both the certificate and transcript, confirm that in writing before paying for two documents.
Estimate the MoFA fee component
This illustrates the base fee plus the AED 3 and 2% formula published by the UAE Embassy London. Confirm the formula and included stages in your checkout.
Tool limit: 25 documents including a transcript. Count each document only once; leave the transcript box unchecked if already counted.
Use the final quoted delivery amount, including any tax, only if it is not already included in another charge. Blank means UNKNOWN.

Illustrative fee component AED 156.00

Neither result is a complete route price. Issuing-country, mission, translation and provider charges may be additional; check for combined UAE stages.
A power of attorney can fall in either category depending on its content. Confirm the classification with MoFA.
Attest the transcript only when the employer, regulator, university or recognition process asks for it. UAE MoFA treats it as a separate document; adding it automatically doubles the educational-document fee from AED 150 to AED 300 before transaction and courier charges. Ask the recipient to confirm its checklist in writing before paying.
Attestation is not degree equivalency
Attestation confirms signatures and seals. UAE degree equivalency, now described by MoHESR as qualification recognition, is a separate process. An attested degree is not automatically recognised, and recognition does not replace an attestation requested by the recipient.
This is why a fully attested degree can still be refused
Whether the qualification is real and whether it counts in the UAE are decided elsewhere: primary-source verification, in which an accredited partner contacts the awarding institution directly, followed by recognition from the Ministry of Higher Education and Scientific Research. A certificate can carry every stamp in the legalisation chain and still fail that assessment. Separate authorities, separate applications, separate outcomes. Budget for both if a regulator is involved.
Where an attested degree is required
The attested degree is a labour requirement, not an immigration one. ICP’s published document list for an employment entry permit does not mention an educational certificate at all. The only attested document ICP names there is a certificate of good conduct, “duly attested as required, according to the announced categories”.
The degree requirement sits with MOHRE instead, through the work-permit skill levels: a bachelor’s degree or higher for skill levels 1 and 2, a diploma or higher for levels 3 and 4, a high-school certificate for level 5, and no certificate at all for levels 6 to 9. MOHRE publishes the skill thresholds but does not itself name UAE MoFA as the attesting authority; that pairing is widely reported rather than stated by MOHRE.
You need your degree attested if…
- Your employer is applying for a MOHRE work permit at skill level 1 to 5, which require a qualification
- You are applying for a UAE professional trade licence granted on the strength of your qualification
- A UAE regulator licenses your profession — health, education, engineering or law
- You are enrolling for further study in the UAE and the institution asks for it
- A UAE bank, court or government department has asked for the certificate specifically
You do not need it if…
- You are coming on a visit or tourist visa
- Your role is at MOHRE skill level 6 to 9, where no certificate is required
- Your degree was attested once already for a previous UAE job — attested documents do not expire
- The degree was issued inside the UAE and will only be used inside the UAE
- The party asking has confirmed in writing that it needs the transcript or an equivalency letter instead
Start the Dubai application online
MoFA’s attestation FAQ says its Customer Happiness Centres are closed. Apply through the official website or UAE MOFA app and follow the assigned digital or courier route. Call 80044444 for service guidance. The standard application still starts through the UAE MoFA website or UAE MOFA app with UAE PASS; UAE missions handle the relevant overseas stages. Non-residents can create a UAE PASS account. MoFA’s FAQ says anyone can submit the application on the document owner’s behalf — so a friend or relative in the UAE can submit for you, and you can do the whole thing yourself for the government fee.
One application, two attestations
For supported missions, UAE MoFA’s Digital Attestation service now covers the embassy and UAE MoFA stages in one application. The mission pages describe this as “one service, two attestations.”
As at 27 September 2026, MoFA mission pages publish this combined service for New Delhi (which also handles Bhutan-issued documents), Mumbai, Islamabad, London (which also handles Iceland-issued documents), Dhaka, Canberra, Colombo, Kathmandu, Pretoria and Beirut, among others. We found no current MoFA page for Karachi or Cairo; confirm with the mission. The home-country foreign ministry stage is still required and is not part of the combined service. For documents submitted through a UAE mission, MoFA’s service page says processing may take up to 15 business days.
Two practical points. First, the original physical document is still required for foreign-issued degrees even under Digital Attestation — a scan will not do, and a courier collects the original. Second, we found no current mission attestation page on mofa.gov.ae for the UAE Embassy Manila as of 27 September 2026, so confirm with the embassy whether the UAE MoFA stage inside the UAE is separate for Philippine documents.
On price, be careful of one thing this site cannot resolve for you. UAE MoFA publishes an AED 150 plus AED 150 structure for UAE-issued documents going abroad, but does not publish the equivalent figure for the embassy leg on inbound foreign documents. Read the total the portal quotes you before you pay, rather than trusting any figure, including ours, for that particular leg.
How the route differs by the country that issued the degree
The UAE half of the chain is nearly identical everywhere. The home-country half is what actually decides your cost and your timeline.
| Country of issue | Before the foreign ministry | Foreign ministry stage | UAE stage |
|---|---|---|---|
| India | State education department (HRD) of the issuing state, or the SDM route the MEA authorises | MEA — free. It accepts no documents directly from the public; four outsourced agencies charge Rs 84 per document | New Delhi or Mumbai, combined with UAE MoFA. Time not published |
| Pakistan | HEC attestation, PKR 3,000, applied for online. HEC forwards the degree to the awarding university itself | MoFA Pakistan — free, revenue stamps only. General documents processed within two hours | Islamabad, combined with UAE MoFA. Time not published |
| Philippines | Certified true copies signed by the current registrar, then a CHED CAV, PHP 80. State universities issue their own CAV | DFA — appointment only. A Certificate of Authentication, PHP 200, is issued for non-Hague destinations such as the UAE | Embassy Manila. No current mission attestation page on mofa.gov.ae (checked 27 Sep 2026); confirm the fee and route with the embassy |
| United Kingdom | A qualification certificate must be certified by a solicitor or notary public first | FCDO — £45 standard, usually up to 25 working days. The £35 e-Apostille takes up to 2 working days where the document is eligible | Embassy London, combined with UAE MoFA. Time not published for the digital route; up to 5 working days by post |
| Egypt | Public university: faculty endorsement, then the Secretary-General of the University. Private universities and higher institutes: the Ministry of Higher Education | Egyptian MFA — EGP 115 per document, ordinary rate | Embassy Cairo. No current mission attestation page on mofa.gov.ae (checked 27 Sep 2026); confirm whether MoFA is a separate stage |
Send the document to the mission covering the country of issue, not the country you live in. The UAE Embassy in New Delhi states that documents not issued in India must be attested by the UAE mission in their country of issuance, and the London mission states it will not legalise non-UK, Irish or Icelandic academic certificates at all.
Why degree attestations get rejected
UAE MoFA does not allow a rejected application to be amended or reopened. You submit a new one, and the refund of the attestation fee takes up to 14 working days, while delivery fees are not refunded at all. MoFA’s service page now says refund eligibility follows its refund procedures. That makes each of these worth ten minutes of checking.
Why these applications get rejected
- The certificate is laminated Have the lamination removed before you submit. UAE MoFA lists 'document must not be laminated' among its three basic requirements, and the UAE Embassy in New Delhi states that laminated documents cannot be attested.
- The name on the degree does not match the passport Correct it with the awarding university before the chain starts. No authority downstream can reconcile a mismatch, and every stage repeats the rejection.
- The certificate is attested but the transcript is not Confirm in writing which documents the employer or regulator needs, then attest them together. They are priced separately at AED 150 each, and a second round means a second full chain.
- Sent to the wrong UAE mission Documents must go to the mission covering the country where the degree was issued, not where you live or work now.
- Wrong document type or issuing authority selected on the portal UAE MoFA names 'issuing authority or document type selected incorrectly' as a rejection reason. Check the dropdown against the wording printed on the certificate.
- Documents apostilled or attested as a bundle The mission pages we checked state that documents apostilled in a bundle are not accepted and each document must be apostilled individually.
- A document eligible for Digital Attestation submitted through the courier pathway The UAE MoFA website decides which pathway your document takes. Do not override it — submitting on the wrong pathway is an explicit rejection reason.
- A photocopy where the original is required Foreign-issued degrees need the physical original, even under Digital Attestation. The UK is a partial exception: London accepts a photocopy or an original of a UK, Irish or Icelandic academic qualification provided the FCDO has stamped it.
India: HRD or SDM
Many private guides state that the UAE rejects SDM-attested educational documents and that state HRD attestation is compulsory. That claim cannot be traced to any government source, on either side.
Here is what is actually published. The MEA authorises the SDM of Delhi as pre-authenticating authority “for all kind of documents (except commercial documents)… on behalf of all states”, which makes SDM a legitimate route on paper. The same MEA document makes it “subject to acceptance by the concerned Foreign Mission”, which is the MEA declining to guarantee it. The UAE Embassy in New Delhi publishes one requirement for Indian documents — that they be attested by the MEA — and says nothing about HRD. And Kerala’s state agency NORKA Roots states the opposite of the agency consensus: that HRD attestation is mandatory for Saudi Arabia, and that the SDM route may be used for the UAE, Qatar, Kuwait, Bahrain and Oman.
Treat this as a risk-weighted choice rather than a rule. HRD is slower and involves the state that awarded the degree, but it is the route no one disputes. SDM is faster and is authorised by the MEA, with the residual risk that a mission or an employer asks for the state stage anyway. If your employer has stated a preference, follow it. If a rejection would cost you a start date, take the route no one argues about.
Worth doing before you start
- Ask the employer or regulator, in writing, whether they need the certificate, the transcript, or both
- Ask whether they also require MoHESR recognition, and start that track in parallel if they do
- Check the spelling of your name on the certificate against your passport, character for character
- Remove lamination and get a clean, unfolded original
- Order a police clearance certificate last, not first — it expires while the degree does not
Two additional checks
Attested documents never expire. UAE MoFA states that “there is no expiry date to an attested document”. If your degree was attested for an earlier UAE job, changing employer does not require re-attestation. The confusion comes from police clearance certificates, which are usually accepted only for a limited period set by the recipient.
Translate after attestation, not before. UAE MoFA accepts documents in English or Arabic, so an English degree needs no translation for the chain itself. Arabic translation becomes necessary at the point of use — courts, notaries, land departments, banks — and must be done by a Ministry of Justice-registered legal translator. Translating first means the stamps added later are not in the translation, so the work has to be redone. Egypt is the one real exception: the Egyptian MFA attests the translation itself, in-country, and charges its EGP 115 fee on both the original and the translation.
The process, step by step
Check the certificate is fit to submit
Remove any lamination, confirm the name matches your passport exactly, and decide whether you need the transcript attested as well as the certificate. Laminated documents are rejected outright.
Pre-authenticate in the country of issue
The body differs by country: a state education department or the SDM route in India, HEC in Pakistan, a CHED CAV in the Philippines, a solicitor or notary in the UK, the university Secretary-General in Egypt.
Attestation by that country's foreign ministry
UAE MoFA requires that original documents are attested by the Ministry of Foreign Affairs of the issuing country before any UAE stage. In India this is the MEA, which charges nothing; in Pakistan it is MoFA Pakistan, which also charges nothing.
UAE embassy or consulate in the country of issue
Applied for through the UAE MoFA website with UAE PASS, selecting the country of issuance. The original physical document is still required, and a courier collects it.
UAE MoFA attestation inside the UAE
The final stamp. Where the mission runs the combined service, this is covered by the same application as the embassy stage.
Only if required: recognition of the qualification
Where an employer, a regulator or a licensing body needs the qualification itself assessed, that is primary-source verification followed by MoHESR recognition. It is a separate application and is not part of attestation.
