Indian certificate attestation for the UAE
Short answer
Documents issued in India need pre-authentication by a state authority or the Delhi SDM, then attestation by India's Ministry of External Affairs, then the UAE Embassy New Delhi or Consulate General Mumbai, then MoFA. MEA normal attestation is free of cost. An apostille alone is not accepted, because the UAE is not a Hague Convention member.
- MEA normal attestation
- Free of cost
- MEA outsourced agency fee
- Rs 84 per document (MEA page, checked 27 September 2026)
- MoFA — personal or educational document
- AED 150 each
- UAE mission stage
- Not published by New Delhi or Mumbai; MoFA ceiling 15 business days via missions
- Apostille
- Not accepted on its own by the UAE

Your route at a glance
- 01 Check the document before you spend anything You
- 02 Pre-authenticate inside India State government, Delhi SDM, chamber of commerce or notary
- 03 MEA attestation Ministry of External Affairs
- 04 UAE mission and MoFA, in one application UAE Embassy New Delhi or Consulate General Mumbai, and MoFA
- 05 Arabic legal translation, only if the receiving party needs it MoJ-registered legal translator
A document issued in India needs four stamps before a UAE authority will act on it: a pre-authentication inside India, an attestation from the Ministry of External Affairs, an attestation from the UAE mission in India, and an attestation from MoFA. The order is fixed, because each authority certifies only the signature of the authority before it. MoFA’s own description is that attestation certifies the authenticity of the signatures and seals on a document. It holds specimen signatures for UAE embassies, not for a university registrar in Kochi, which is why the chain cannot be shortened.
The UAE embassy stage and the MoFA stage are now a single application. The Indian government charges nothing at all for the MEA stage.
Certificate attestation in Dubai for India-issued documents
If you already live in Dubai, the country of issue still controls the route. An Indian document must complete its Indian pre-authentication and MEA stage before the UAE mission and MoFA stages. You do not normally need to fly to India: authorised handlers can coordinate the Indian stages, and MoFA’s FAQ says anyone can submit the application on the document owner’s behalf.
Ask any Dubai attestation service to separate these lines in writing: the Indian authority, MEA agency handling, UAE mission charge, MoFA fee, courier and its own service fee. MEA’s normal attestation is free; a quoted rupee amount for that stage is handling, scanning or courier cost rather than an MEA government fee.
Already in Dubai?
Do not send the document to an Indian embassy in the UAE as a substitute for the India chain. The UAE mission that legalises an India-issued document is in India, and the combined UAE application now covers that mission stage and MoFA.Is an apostille enough for the UAE?
No. The UAE is not a contracting party to the Hague Apostille Convention, and India’s own Ministry of External Affairs publishes the UAE at entry 45 on its list of countries that are not members. India has been an apostille country since 2005, so the counter will happily issue you one, and it costs Rs 50 for the sticker. It is the wrong output. For a UAE-bound document MEA must apply its ordinary attestation instead. This is the single most expensive mistake available at the MEA stage, because the document has to go back through the queue.
The related error is worth naming too: the UAE Embassy New Delhi states that documents apostilled in a bundle are not accepted and each must be apostilled individually.
Who signs your document before MEA
MEA legalises on the basis of the signature of a designated signing authority of a state government, union territory or chamber of commerce. So something inside India has to sign first, and which body that is depends on the document.
| Document issued in India | Who pre-authenticates it before MEA | Fee at the MoFA end |
|---|---|---|
| Degree, diploma, marksheet | State education department (HRD) of the issuing state, or the Delhi SDM | AED 150 per document; a degree plus its transcript is two documents, so AED 300 |
| Birth certificate | State home department, or the Delhi SDM | AED 150, and the original is required — copies are not accepted |
| Marriage certificate | State home department, or the Delhi SDM | AED 150, and the original is required |
| Police clearance certificate | No route is published by MEA for this document; confirm with the issuing police authority before you plan around it | AED 150 as a good conduct certificate |
| Commercial documents (incorporation, MOA, board resolution, good standing) | Chamber of commerce. MEA excludes the SDM route for commercial documents | AED 2,000 each; a memorandum and articles of association are attested separately, so AED 4,000 |
A power of attorney sits outside that table because it is defined by content, not by type. The UAE Embassy New Delhi states that legal documents such as powers of attorney must be signed before a local notary or legal authority in India and then attested by MEA. At the MoFA end a power of attorney of a personal nature is AED 150. A general power of attorney, or one with commercial content, is in MoFA’s commercial list at AED 2,000; the UAE mission pages we checked (New Delhi, Mumbai) also treat a commercial-content power of attorney as commercial.
HRD or SDM: what the sources say
A common claim is that the UAE requires state HRD attestation for educational documents and rejects the SDM route. That claim cannot be traced to any government source, on either side. Here is the whole of the primary evidence, so you can weigh it yourself.
What each route is. The HRD route is pre-authentication by the education department of the state that issued the document. The SDM route is pre-authentication by a Sub-Divisional Magistrate in Delhi, which MEA authorises on behalf of all states. SDM is available from Delhi regardless of which state issued the document, which is exactly why agencies default to it and why the suspicion attaches to it. Neither MEA nor the UAE mission publishes what either office does internally before it signs, so treat any account of that — including the widely repeated claim that one checks with the university and the other does not — as unsourced.
What the three relevant sources say:
- MEA’s Regional Authentication Centres register states that the SDM of Delhi is authorised as pre-authenticating authority for all kinds of documents except commercial documents, on behalf of all states, as an arrangement until state governments pre-authenticate their own documents.
- The same entry adds the qualifier that this is subject to acceptance by the foreign mission concerned. MEA authorises the route and then declines to guarantee it.
- The UAE Embassy New Delhi publishes one sentence on the subject: India-issued documents must be attested by the Ministry of External Affairs. It states no HRD requirement, and no SDM prohibition. The Consulate General in Mumbai words its requirement as MEA plus the Home Department or Public Foreign Department of the Government of India.
NORKA Roots (Government of Kerala) routes Kerala educational certificates through state attestation (Rs 75) before submitting them to the UAE Embassy.
Where the residual risk actually sits
The risk is not that the UAE has a published rule against SDM. It is that MEA has explicitly left acceptance to the mission, so nothing in writing protects you if a particular submission is refused. HRD involves the state that issued the document and is the route no one disputes. SDM is nationally available and is authorised by MEA on its face, with that one caveat attached.
Two practical consequences. For commercial documents the question does not arise: MEA excludes SDM, and the chamber of commerce route is the only one. For everything else it is a risk-weighted choice rather than a rule: HRD is slower and the route no one argues about, SDM is faster and is authorised by MEA with acceptance left to the mission. If a rejection would cost you a start date, take the route no one argues about.
If a specific UAE authority has told you what it wants, follow that in writing and ignore everything above.
MEA attestation is free of cost
MEA’s attestation and apostille page states that normal attestation is free of cost. The Rs 84 figure quoted across the industry as “the MEA fee” is not a government fee at all. It is the service charge of the outsourced agency that receives and returns your document, plus Rs 3 per page for scanning. The apostille sticker, which you do not want, is Rs 50. The Rs 84 figure is on MEA’s attestation and apostille page, checked 27 September 2026. Check what the counter actually charges.
The agency fee is unavoidable rather than optional. Since July 2012 MEA has accepted no document directly from an individual at its counter. Submission goes through one of four named agencies — BLS International, Superb Enterprises, IVS Global and Alhind Tours and Travels — which have operated from 16 cities since January 2019, including New Delhi, Mumbai, Chennai, Kolkata, Cochin, Hyderabad, Bengaluru, Chandigarh and Thiruvananthapuram.
The point of saying this plainly is that the MEA stage is not where your money goes. If someone quotes you a large rupee package for a single certificate, ask for it itemised: the UAE mission and MoFA charge, handling, courier and the provider’s own fee should each be shown separately. See what attestation costs for the full picture.
One service, two attestations
The UAE mission pages for New Delhi and Mumbai now state that one application covers both the UAE Embassy and MoFA inside the UAE. You apply on mofa.gov.ae with a UAE Pass account, select the Republic of India as the country of issuance, and pay in AED. A courier collects the physical originals, usually within 24 hours of submission, and returns them 24 to 48 hours after the mission releases them, or 48 to 72 hours for remote addresses. New Delhi also handles documents issued in Bhutan.
What changes: the old two-application sequence, where you finished the embassy step in India and then started a separate MoFA application after the document reached the UAE, is gone for India. What does not change: the MEA stage is still separate and is not part of the combined service, and the original physical document is still required even though the service is called Digital Attestation. A scan or a photograph is not accepted.
Neither New Delhi nor Mumbai publishes a processing time for the combined application. MoFA’s service page gives up to 15 business days for applications through missions abroad. The missions publish courier times only: pickup within 24 hours of submission and return within 24–48 hours of release (48–72 hours for remote areas). More on the mission stage on UAE embassy attestation.
The published sources do not state whether the mission leg for a foreign-issued document adds a second AED 150 on top of MoFA’s AED 150. MoFA’s worked examples show AED 150 plus AED 150 for UAE-issued documents going abroad, but no source states the inbound mirror. Budget for the possibility and check the total the portal shows you before you pay. For comparison, NORKA Roots, a Government of Kerala agency, lists Rs 8,900 per certificate for its “UAE Embassy & MOFA Attestation” line. That is NORKA’s own published charge for handling that stage, not a UAE government fee.
How long the Indian chain takes
For the UAE end, MoFA publishes a ceiling of 15 business days via missions and the missions publish courier times. MEA publishes no processing commitment whatsoever, only the advice to apply well in advance, and no state publishes an HRD or SDM turnaround. No official end-to-end figure exists for India, so treat any end-to-end figure as an estimate.
Sequencing that saves you a cycle
- Order the police clearance certificate last. Its validity clock starts at issuance and runs while everything else is queued.
- Send the degree and transcript together if you need both, so they move through one cycle rather than two.
- Confirm in writing whether the transcript is wanted before you pay to attest it.
- Check the name on every certificate against your passport before the first stage, not after the third.
A rejection is the real cost. MoFA states that rejected applications cannot be amended or reopened, so a fresh application is required, and the refund takes up to 14 working days; MoFA’s service page now says refund eligibility follows its refund procedures. A single laminated certificate or a mis-selected document type costs a full cycle.
Why Indian applications get rejected
Why these applications get rejected
- The certificate is laminated Have the lamination removed before submission. The UAE Embassy New Delhi says removing part of it is acceptable if it cannot all come off.
- MEA issued an apostille instead of an ordinary attestation Ask specifically for normal attestation for the UAE. India is a Hague country and the counter can issue either.
- Several documents apostilled in one bundle The UAE Embassy New Delhi states that documents apostilled in a bundle are not accepted and each must be apostilled individually. Submit them as separate items.
- A photocopy or true copy of a birth or marriage certificate Official personal documents must be submitted in original form. Order a fresh original from the registry.
- The name on the certificate does not match the passport Correct the mismatch at the issuing authority first. No stage of the chain will fix it for you.
- A commercial document routed through the Delhi SDM MEA excludes SDM for commercial documents. Use the chamber of commerce.
- A memorandum and articles of association submitted as one document They are attested separately and charged separately, at AED 2,000 each.
- A power of attorney with commercial content filed as a personal document Reclassify it. MoFA's FAQ and the UAE mission pages we checked (New Delhi, Mumbai) treat a general or commercial-content power of attorney as a commercial document, at AED 2,000.
- The wrong issuing authority or document type selected on the MoFA application This is one of MoFA's own listed rejection reasons. Check the dropdown against the wording printed on the certificate.
- A document not issued in India submitted to the UAE Embassy New Delhi It goes to the UAE mission covering the country of issue instead. New Delhi also covers Bhutan-issued documents.
Do you need this process?
You need the India chain if…
- The document was issued by an Indian authority, whatever your nationality or wherever you live now
- You are being sponsored for a UAE work permit and MOHRE requires a qualification for your skill level
- You are sponsoring a spouse: ICP's residency list names an attested marriage contract
- You are sponsoring a child: ICP lists birth certificates for sponsoring children, and groups them under attested proof of kinship for visit visas
- A UAE employer, regulator or licensing body has asked for an attested copy in writing
You do not need it if…
- The document was issued outside India — it goes to the UAE mission in its own country of issue
- You already hold an attested copy: MoFA states there is no expiry date on an attested document
- You want proof the qualification is genuine rather than proof the signature is: that is Ministry of Higher Education recognition, a separate process with a separate outcome
- Nobody has actually asked for it. Attestation is required by the receiving authority, not by the document, and paying to attest a transcript nobody wants is a common waste in this process
After attestation
MoFA accepts documents in English or Arabic, so an Indian document already in English needs no translation to get through the chain. Translation becomes necessary at the point of use, in front of a UAE court, notary, bank or land department, and it must be done by a translator registered with the UAE Ministry of Justice. Do it after attestation, not before: a translation made first will not contain the stamps added later.
Finally, keep the attestation reference number. Any MoFA-attested document can be checked at verify.mofa.gov.ae using that number and the issue date, which is the fastest way to answer an employer who doubts a stamp.
The process, step by step
Check the document before you spend anything
It must be the original, unlaminated, and the name on it must match your passport. Laminated documents are rejected, and the UAE Embassy New Delhi tells applicants to have the lamination removed before submission.
Pre-authenticate inside India
MEA legalises on the signature of a designated state, union territory or chamber of commerce signatory, so an Indian body has to sign first. Educational documents go to the state education department, personal documents to the state home department, commercial documents to a chamber of commerce, and a power of attorney to a notary. The Delhi SDM is an MEA-authorised alternative for everything except commercial documents.
MEA attestation
The Ministry of External Affairs applies an ordinary attestation sticker, not an apostille. MEA has not accepted documents directly from the public since July 2012, so it is submitted through one of the outsourced agencies at any of 16 cities.
UAE mission and MoFA, in one application
Apply on mofa.gov.ae with UAE Pass, selecting the Republic of India as the country of issuance. One application now covers both the UAE Embassy New Delhi and MoFA inside the UAE. A courier collects the physical originals; the original document is still required even though the service is called Digital Attestation.
Arabic legal translation, only if the receiving party needs it
MoFA accepts documents in English or Arabic, so an English Indian document needs no translation for the chain itself. Translation is needed at the point of use, by a Ministry of Justice-registered legal translator, and it is done after attestation so that every stamp appears in the translation.
