Commercial document attestation for the UAE
Short answer
UAE MoFA charges AED 2,000 to attest a commercial document and AED 150 for a personal one. A company document issued abroad needs the full chain: local notary or chamber of commerce, the home foreign ministry, the UAE embassy there, then UAE MoFA in the UAE. Memorandum and articles of association are attested separately, so that pair alone is AED 4,000.
- UAE MoFA — commercial document
- AED 2,000 each
- UAE MoFA — personal document
- AED 150 each
- MOA and AOA
- Attested separately — AED 4,000
- General or commercial-content POA
- AED 2,000, not AED 150
- Apostille on its own
- Not accepted — the UAE is not a Hague member

A commercial document is any company paper: a certificate of incorporation, a memorandum or articles of association, a board resolution, a certificate of good standing, a commercial licence, a trademark registration. To use one in the UAE it has to be legalised in the country that issued it and then attested again by UAE MoFA here. UAE MoFA charges AED 2,000 for that, per document. A degree certificate, a birth certificate or a marriage contract at the same counter costs AED 150.
How much does UAE MoFA charge for a commercial document?
UAE MoFA charges AED 2,000 per commercial document and AED 150 per individual affairs document. Both figures come from UAE MoFA’s own published fees, checked on 27 September 2026.
Then three rules multiply it.
The memorandum and the articles of association are two documents. The UAE mission pages we checked (New Delhi, Islamabad, London) state that memorandum and articles of association must be attested separately. A company that keeps them as one bound booklet still pays twice. That pair alone is AED 4,000.
A long agreement can be more than one document. UAE MoFA’s own wording is that commercial contracts or agreements may be considered as multiple documents based on their content. The UAE Embassy in New Delhi is blunter: the fee for commercial documents depends on the matter and the content, and applicants are told to present the documents at the counter to find out what they will pay. There is no way to price a complex agreement in advance from a published table.
A power of attorney crosses the line the moment it mentions company business. UAE mission pages (for example New Delhi, Islamabad and London) state that a power of attorney containing commercial content is considered a commercial document, and MoFA’s FAQ lists a general power of attorney as commercial too. Only a power of attorney of personal nature is AED 150, and power of attorney attestation sets out the drafting and notarisation rules that decide which band applies.
Count the documents before you budget
The fee is per document. If an authority asks for six separate corporate documents, the UAE MoFA stage is AED 12,000, before home-country, mission, courier and translation charges. The memorandum and articles count separately. A long contract may also be classified as multiple documents; UAE MoFA publishes no page-count rule.
Free zones and offshore registrars publish their own document lists, and their own rules about how recent a certificate has to be. Those vary by authority and we have not sourced them here, so ask yours directly rather than working from a list you found online. Every document you legalise speculatively is AED 2,000 you do not get back.
Order good standing and incumbency last
These two certificates have the shortest useful life in the set. Registries, banks and free zones each set their own window on how recent they have to be, and those windows are not published in one place — ask the authority that will receive them. A certificate that ages out while the rest of the chain is still moving has to be reordered and legalised again at the full AED 2,000.
Which documents count as commercial?
MoFA’s FAQ lists commercial documents as including, but not limited to: contracts and agreements, commercial registration, appointment of a manager or director, board and partner meeting minutes, board of directors decisions, trade licences, partnership or shareholder certificates, memorandums, company name changes, branch registrations, company closures, bankruptcy documents, financial statements, product, patent, trademark and brand registrations, distribution agreements, corporate insurance and tax certificates, powers of attorney of commercial nature, general powers of attorney, signature documents, end-user certificates, tax certificates, completion certificates and ‘any other document of commercial nature’.
The list is ‘not limited to’, so a company document that is not named — a certificate of good standing or incumbency, for example — is still likely to be charged as commercial. MoFA classifies it at submission; call 80044444 if you need to budget in advance.
Two useful boundary cases. An employment contract and a work experience certificate are individual affairs documents at AED 150, even though a company issues them. A power of attorney of personal nature is AED 150; a general power of attorney, or one with commercial content, is AED 2,000.
The chain, and why an apostille is not the end of it
The UAE is not a contracting party to the Hague Apostille Convention. It does not appear on the HCCH status table for the 1961 Convention, and India’s own Ministry of External Affairs lists the UAE among the countries that are not members. So an apostille on a corporate document has no standing in the UAE on its own.
That does not make the apostille useless. In countries that are Hague members, the apostille is frequently the correct home-country output, and the UAE embassy stamps on top of it. It is insufficient, not invalid.
The four stages are set out in the timeline above. Several UAE missions now run MoFA’s combined service (‘one service, two attestations’): as at 27 September 2026, New Delhi, Mumbai, Islamabad, London, Dhaka, Canberra, Colombo, Kathmandu and Beirut. Most publish no processing time; MoFA’s service page says documents submitted through missions abroad may take up to 15 business days. The home-country foreign ministry step is still separate.
We do not publish the UAE embassy’s own attestation fee anywhere on this site. It is set by each mission and varies by country. Check yours through the UAE missions abroad directory. The Embassy in London states that its fees are charged in dirhams, revised monthly and converted at the prevailing exchange rate, plus a transaction surcharge of AED 3 and 2 per cent — which is why a fixed figure in pounds, rupees or pesos quoted by a service provider deserves a question about where it came from.
How the home-country stage differs by country
The document facet is fixed on this page, so the variation to watch is where the document was issued. Commercial documents diverge from personal ones early: the pre-authentication is usually a chamber of commerce rather than a court or a magistrate.
| Country of issue | Before the foreign ministry | Foreign ministry stage | UAE mission stage |
|---|---|---|---|
| India | Chamber of commerce. MEA’s list of authentication centres states that Delhi’s SDM may pre-authenticate “all kind of documents (except commercial documents)” | MEA attestation is free; the outsourced agency that files it charges Rs 84 per document plus Rs 3 per page scanning. MEA issues an ordinary attestation for the UAE, not an apostille | New Delhi or Mumbai; one application also covers UAE MoFA (time not published). New Delhi assesses commercial fees on the content |
| Pakistan | The issuing body for the document type | MoFA Pakistan charges no attestation fee at all — only prescribed revenue stamps. Its apostille service, priced at PKR 12,000 for commercial documents, is for Hague countries and is not the UAE route | Islamabad; one application also covers UAE MoFA (time not published) |
| Philippines | Notarisation or registry certification, per document type | DFA issues a paper Certificate of Authentication, PHP 200, for destinations that are not Hague contracting parties (DFA FAQ last read 23 August 2026) | Manila; fee, time and combined-service status not published on a live MoFA page — confirm with the embassy |
| United Kingdom | Companies House certificates go to the FCDO directly. A contract or a power of attorney must first be certified by a solicitor or notarised by a notary public | FCDO legalisation: £45 on the standard paper service, usually up to 25 working days, or £35 on the e-Apostille in up to 2 working days where the document type is eligible | London; combined digital route (time not published) or up to 5 working days by post. Documents cannot be submitted or collected in person |
| Egypt | The issuing body for the document type | The Egyptian foreign ministry charges EGP 410 for a commercial attestation against EGP 115 for an ordinary one — the same commercial premium, in miniature | Cairo; no current MoFA mission page — confirm the route and time with the embassy |
Commercial invoices and certificates of origin are a different service
These do not go through the attestation service described on this page. They are handled by eDAS 2.0, the electronic documents attestation system for goods imported into the UAE. MoFA’s own FAQ gives two answers on the fee: one says commercial-invoice fees are ‘based on invoice amount and the scale associated’, and another says a flat AED 150 plus service fees has applied since 1 February 2023. Check the fee shown in eDAS 2.0 before you budget.
Why commercial attestations get rejected
- The memorandum and articles of association were submitted as one document. UAE missions require them to be attested separately. Split them at submission and budget AED 4,000 for the pair rather than AED 2,000.
- The applicant classified the document as personal; UAE MoFA classified it as commercial. Check the content before you file, especially on a power of attorney: a general POA or one with commercial content is a commercial document, and the correction is AED 1,850.
- A commercial invoice or certificate of origin was submitted through the normal attestation service. Route it through eDAS 2.0 instead. The ordinary service cannot process it.
- The chamber of commerce step was skipped. Commercial documents are pre-authenticated by a chamber of commerce in most countries. MEA's list of authentication centres states that Delhi's SDM may pre-authenticate 'all kind of documents (except commercial documents)'; use the chamber of commerce route for company documents.
- Documents were apostilled or legalised as a bundle. UAE missions state that documents apostilled in a bundle are not accepted and each document must be apostilled individually. One certificate covering a folder is rejected wholesale.
- The document is laminated. UAE MoFA rejects laminated documents outright. Remove the lamination, or order a fresh original, before the chain starts.
- The certificate of good standing or incumbency expired mid-chain. Order them last, and ask the receiving authority how recent it needs them to be. Free zones, registries and banks set their own currency windows and do not publish them in one place.
- The company name differs between the registry extract, the resolution and the memorandum. Fix the mismatch at the registry before anything is stamped. Every stamp applied after the error is paid for again at full price.
- The embassy attested it abroad and the file was closed there. Embassy attestation does not finish the process for a document to be used in the UAE. UAE MoFA must attest it again inside the UAE — unless your country is on the combined 'one service, two attestations' route, where both happen under one application.
A rejection is expensive in time rather than in fee. UAE MoFA refunds the attestation fee automatically, normally within 14 working days, but delivery and service fees are not refunded, and a rejected application cannot be amended or reopened. You start a new one.
You need commercial attestation if…
- A shareholder, parent or branch owner of your UAE company is a company registered outside the UAE
- You are opening a UAE branch of a foreign company, or adding a foreign corporate partner to an existing one
- A UAE authority, bank or court has asked for your parent company's certificate of good standing, incumbency, resolution or registry extract
- Your power of attorney is a general POA or has commercial content — MoFA treats it as a commercial document
- You are registering a foreign trademark, patent or commercial agency in the UAE
You do not need it if…
- Every shareholder is an individual and the authority asks only for certified passport copies
- The document was issued in the UAE and will be used in the UAE — MoFA attestation is for documents crossing borders; ask the receiving authority whether it needs anything further
- You are attesting a degree, birth or marriage certificate, or an employment contract — those are individual affairs documents at AED 150
- You are attesting a commercial invoice or a certificate of origin — those go through eDAS 2.0
- The document already carries a UAE MoFA attestation — UAE MoFA states there is no expiry date on an attested document
Arabic translation comes after attestation, not before
UAE MoFA accepts documents in English or Arabic, or with an official translation, so an English corporate document travels the whole chain as it is. Arabic becomes necessary at the point of use: mainland licensing, the notary public, the courts, the land department and most government filings expect an Arabic version produced by a translator licensed by the UAE Ministry of Justice. The ministry runs that registration regime itself, so the licence attaches to a named translator.
Translate last. If you translate before the chain, none of the stamps added afterwards appear in the Arabic version, and the translation has to be redone. Free zones and offshore registrars generally work in English, so this is largely a mainland cost.
Three ways to pay less than the full bill
Before you pay AED 2,000 six times
- Confirm the exact list with the licensing authority, registrar or bank first. Every document you legalise speculatively is AED 2,000 plus an embassy fee plus courier, spent on paper nobody asked for.
- Ask whether the registry extract can replace the certificate of incumbency, or whether one document can do the work of two. Free zones set their own document lists, and each document you can strike off is AED 2,000 you do not spend. We cannot tell you what your authority will accept — it can.
- Sign in the UAE if you can. A power of attorney executed in front of a UAE notary public has no legalisation chain at all, which removes both the embassy fee and the AED 2,000 band. Ask your free zone or registrar what other signing options it offers before you commit to the chain.
The UAE MoFA filing itself is available through the government website or app using UAE PASS, and UAE MoFA’s FAQ says anyone can attest documents on your behalf. Multi-country corporate sets are harder because registries, expiry windows and document lists differ. Compare the confirmed list with business-setup costs and the full attestation cost guide before proceeding.
The process, step by step
Decide which documents the UAE authority actually wants
Every document on the list costs AED 2,000 at the UAE MoFA step, so confirm the set with your licensing authority, registrar or bank before you order anything. Legalising a document nobody asked for is the most expensive avoidable mistake on this page.
Order the corporate documents from the registry
A typical request covers the certificate of incorporation, the memorandum and articles of association, the board resolution approving the UAE company, a certificate of good standing, and a certificate of incumbency or a registry extract. Ask the authority which of these it actually wants, and order the good standing and incumbency certificates last, because a registry or bank may set its own currency window on them.
Notarise or certify in the country of issue
A contract, resolution or power of attorney is signed before a local notary. Commercial documents are commonly pre-authenticated by a chamber of commerce rather than a court or a magistrate.
Home-country ministry of foreign affairs
The foreign ministry of the issuing country attests the notary or chamber seal. In apostille countries this is the apostille or legalisation step, and it is the start of the chain rather than the end of it.
UAE embassy or consulate in that country
The UAE mission attests the foreign ministry stamp. Where the mission runs MoFA's combined service (for example New Delhi, Mumbai, Islamabad and London), a single application covers both the mission and UAE MoFA. The mission fee is set per mission, so check your own mission page before budgeting.
UAE MoFA attestation inside the UAE
UAE MoFA attests the document again once it is in the UAE, through the UAE MoFA website with UAE PASS or the UAE MoFA smart app. This is where the AED 2,000 commercial fee lands, per document.
Arabic legal translation, for mainland filings
Translate after attestation, not before, so the stamps added along the way appear in the translation. Mainland licensing, the notary and the courts work in Arabic and expect a Ministry of Justice-licensed translator.
File with the licensing authority, registrar or bank
The complete legalised set goes to DET, the free zone authority, the offshore registered agent, the bank or the court, depending on what triggered the requirement.
