Germany requires legalisation for UAE documents

Germany is one of the few destinations whose mission in the UAE publishes a legalisation service specifically for UAE certificates, and it names UAE MoFA as the precondition. Canada, by contrast, says its law does not require foreign documents to be authenticated.

In German this step is Legalisation (also searched as Legalisierung or Beglaubigung); an Apostille is not available for UAE documents, because the UAE is not a party to the Hague Apostille Convention. The mission adds that legalisation “does not authenticate the content of the document”.

That makes “the destination decides” concrete: the same UAE certificate can need German legalisation, a Canadian assessment, a UK comparison statement or only a translation depending on who will receive it.

What the German Consulate General checks

The German missions’ detailed legalisation page sets these conditions:

• UAE-issued only. “Certificates must be issued by a UAE authority.” The page applies that condition to documents issued by other embassies or entities in the UAE too, so a document from another country’s embassy in the UAE does not qualify.
• Original, certified copy or electronic print. “Certificates need to be presented in original form, as certified copy or electronic print.”
• No private documents or plain copies. “Private documents or copies cannot be legalised.”
• Appointment first. “Applicants need to book an appointment with the appointment system on our website.”
• Cash, AED only. “At the Consulate General in Dubai the fees for consular services can be paid in cash in AED only.”

The detailed page is dated June 2021. The parent page says VFS Global offers “certification of copies, legalization of public documents issued by UAE authorities and certification of translators”, which may reflect a later arrangement, so confirm the intake point when you book.

Birth, marriage and degree certificates

The UAE-side first stamp differs by document. For a UAE birth certificate see birth certificate attestation; for a marriage certificate see marriage certificate attestation; for a UAE degree see degree certificate attestation. Each then goes to UAE MoFA and, for Germany, to German legalisation. If a German child’s birth is being registered, the mission’s citizenship guidance says certain children may acquire German nationality retroactively from birth if their parents register the birth before the child’s first birthday.

Documents issued outside the UAE do not belong on this route

The German UAE legalisation service is for documents issued and authenticated in the UAE. A foreign certificate held by a UAE resident follows the authentication route of its issuing country. Living in Dubai does not turn an Indian, Pakistani or British certificate into a UAE document.

Translation is a separate receiving-authority question

Legalisation and translation perform different jobs. The consulate authenticates the UAE chain; a German authority may separately ask for a German translation. Ask whether the translation must be completed before or after legalisation and who may produce it. The mission page—not a translation agency—should be the starting point.
