Can someone attest documents on your behalf?
Short answer
Yes. MoFAIC states that anyone can attest documents on your behalf and no power of attorney is needed for the attestation submission itself. That rule does not automatically cover obtaining a police certificate, collecting a university record, signing a power of attorney or completing a home-country authentication step; each issuing authority sets its own representation rules.

The sentence that removes the unnecessary POA
MoFAIC’s published answer is direct: anyone can attest documents on your behalf. For this final UAE-side stamp, you do not need to buy, notarise and attest a power of attorney merely to let another person carry or submit the document.
That can save far more than the agent fee. A POA signed abroad may itself need notarisation, home-country authentication, UAE mission attestation and MoFAIC, where commercial content can put it in the AED 2,000 band.
Where people overextend the rule
The MoFAIC rule begins and ends with attestation. It does not promise that a university will release a transcript to your friend, that a police department will issue a certificate without authority, or that a foreign mission will accept a third-party application. Ask each earlier authority one precise question: “Can this named person submit or collect this document, and what written authority do you require?”
A safe handover checklist
- Photograph or scan the document before handing over the original.
- Record the representative’s name and contact details.
- Agree the exact official steps and maximum third-party fee in writing.
- Keep payment, application and courier references yourself.
- Do not give blanket authority to alter, notarise or translate documents without approval.
- Verify the completed attestation independently.
The process, step by step
Separate attestation from obtaining the document
MoFAIC permits a representative for its attestation service. The authority that issues the certificate may impose a different rule for ordering or collecting it.
Give the representative only what the official application needs
Share the document, application details and return arrangement. Do not send unrelated identity documents merely because an agent asks.
Apply through the official online channel
MoFAIC has no walk-in centres. Applications run through mofa.gov.ae or the UAE MOFA app and physical documents are handled by the appointed collection route where required.
Keep the reference and verify the result yourself
Ask for the application and attestation references, payment breakdown and courier tracking. Check the completed result at verify.mofa.gov.ae.
